Buying chemical weapons material through the mail is quick and easy.

I was reading up on nuclear proliferation when our editorial assistant came by my office. "You've got a package downstairs," he said. Some worry that restrictions would put an undue burden on industry...and wouldn't stop a determined terrorist anyway. But firms already manage with controls on drug-related chemicals,...

Which suggests our societys fears the moral inhibitions affiliated with drugs more than the mass casualties associated with chemical weapons.  This doesn't strike me as all that rational.
